Good point. A potential difference with OH is that 3 (maybe 5)
of the schools are really close to the border with another state.
Toledo = MI
Miami (OH) = IN
Cincinnati = KY and IN(?)
Bowling Green (?) = MI
Ohio (?) = WV
The only reason I mention it is because the close proximity to another state may make it easier for them to recruit players from said state. At least it could artificially increase the potential recruiting pool if the home state doesn't have enough depth to support all the schools within the state.
Whereas, all the current FBS schools in VA are not really close to the border with another state. JMU would be the first school to potentially fit that profile. Not that JMU would necessarily start to recruit more players from WV.
I got the idea looking at NC which currently has 7 FBS programs. App State is really close to both VA and TN. While UNC-Charlotte is really close to SC, so I thought both programs may have a slightly easier time recruiting from their neighboring states because of their location.
